France on Tuesday lamented the USA decision to formally notify the United Nations that it was withdrawing from the Paris climate accord.

The U.S. took formal steps this week to officially withdraw from the 2015 Paris climate agreement.

President Donald Trump had said in 2017 that he was taking the US - the world's second largest Carbon dioxide emitter - out of the deal.

Since Trump announced his plans to withdraw from the agreement groups of prominent leaders from the private sector and state and local governments have launched an effort to represent the U.S.in global conversations about climate change, even if the us government doesn't officially sanction their position.

But that is a big if, and either way, it is still disheartening to see the USA, which had always been a leader on numerous worldwide problems, walk away from a commitment to lower greenhouse gas emissions. Not only is the USA the largest historic contributor of atmospheric carbon emissions, it is the country that helped shape the approach that broke the logjam between the developed and developing nations to pave the way for the treaty. Once the U.S. formally exits the agreement on November 4, 2020 (a one-year waiting period to exit is stipulated in the agreement rules), American leaders would still be permitted to attend future climate negotiations, but as observers only.

The European Commission spokeswoman also claimed the agreement "unites the world in addressing the pressing challenges of climate change".

While announcing the US decision, secretary of state Mike Pompeo had said: "The US is proud of our record as a world leader in reducing all emissions, fostering resilience, growing our economy, and ensuring energy for our citizens".

It is the bitterest of ironies that the White House announces its plan to abandon the global coalition confronting the planet's greatest existential threat as climate-change fueled wildfires ravage California.

The Trump administration in August proposed rescinding Obama-era limits on oil and gas industry emissions of methane, one of the main pollutants scientists link to climate change.

Trump behaved during the election campaign of 2016 as a holocaust denier of climate change, coming to call it "hoax" created by China to curb economic growth in the united States, which is the second issuer of global gas emissions.

While the U.S. exit from the 2015 agreement is not unexpected there are concerns about how it will impact the global effort to slowdown warming and effectively tackle climate change. So, it is no surprise that carbon emissions are rising under the Trump administration.

But Trump, who took office in 2017, has also pledged to turn back environmental regulations, seeking to block California from setting tighter standards on auto emissions and moving to let states set their own standards on existing coal-fired power plants.

Proponents of the agreement, however, see the United States withdrawal as a missed economic opportunity for American business. A report this year by state attorneys general said those rollbacks could amount to a boost in USA carbon emissions of more than 200 million tonnes a year by 2025. "We even turn a blind eye to the fact that China lied about its carbon emissions when it first came to the table with its pledge past year".

"The United States is not cooperating with the rest of the world on dealing with climate change", says Andrew Light, a former climate official in the State Department who helped develop the Paris Agreement.
