Formula 1 presented its regulations for 2021 and beyond this week, with hopes that the new rulebook will allow closer racing and dramatically change the face of F1.

With a mock up of the new-look vehicle, which will be on the track in 2021, unveiled at the Circuit of the Americas, Ferrari's four-time world champion Sebastian Vettel suggested it will take something more than some "fancy pictures online" to win him over.

At a press conference ahead of Sunday's U.S. Grand Prix at the Circuit of the Americas, F1 unveiled the technical and sporting regulations which include new financial rules including a cost cap to bind every team. Hence, for the first time in the history of the sport, every team's budget will be capped at a US$175m ($AUD250) per year to make it fairer across the board. If teams break the rules, both financial and sporting penalties could be handed down.

According to F1's announcement, the new regulations are meant to improve the quality of competition and reduce the financial burden of participating in the series. It's been a virtually unfixable issue since the dawn of high downforce cars, but F1's boffins believe the 2021 regs have finally cracked the problem by throwing the culprit - dirty air - skywards, rather than directly into the path of the chasing auto (as shown below). That includes the inability for a auto to follow another closely and the negative effects that has on the racing spectacle.

One criticism levelled at the draft regulations was the prescriptive nature of the aerodynamic rules and the lack of potential for differentiation in design.

"I would have liked a different engine".

"We have of course restricted some areas because some areas are key to the [aerodynamic] wake performance and we don't want to throw away that massive advantage [for overtaking]".

Hrithik, Tiger thrilled as 'War' enters Rs 300 cr-club
As per the latest report, on Monday, the film has raked in Rs 2 crore on its twenty-first day at the box office. It created history by recording the biggest box office opening of all time (53.35 crores).

As the result of bigger 18-inch wheels, further safety steps and a heavier power unit, because of a bid to reduce costs, the minimum weight of the vehicle is increasing from 743kg to 768kg.

Lap times for the proposed new cars are forecast to be more than three seconds greater on average than they are this season - and a step back into the past.

In the past, prior to 2017, he said the cars "had very little drag and were great in a straight line, but that's not the exciting bit for us and it (the average speed) was significantly slower than maybe some years earlier".

Should the number of races increase, teams will be permitted to spend an extra US$1million for every additional race, with the figure reduced in the same way if the calendar is shorter than 21 races. We can not predict exactly where the downforce will end up compared to the current cars, it will be a bit less after the development has been carried out.

The basic fundamentals should not change but, particularly with the Technical Regulations, as the teams develop their ideas some shortcomings are inevitable.

Lewis Hamilton did not show his pace in the first practice session at the United States Grand Prix, as Max Verstappen clocked the fastest time. The traditional media and setup day on a Thursday will now be crammed into Friday alongside practice, with the aim of reducing the days teams spend travelling.

Auto upgrades over the race weekend will also be limited, as well as the number of aero updates a team can apply to its vehicle throughout the racing season.
