In 2016, Biden reportedly threatened to withhold $1 billion in USA loan guarantees unless the nation's leaders removed its top prosecutor, Viktor Shokin, who had been accused of ignoring corruption in his own office and among the political elite.

He offered a line of defense if Trump did offer aid to Ukraine in exchange for the country investigating Clinton and Biden, claiming it would be "perfectly appropriate".

The pressure campaign was a success - the Ukrainian Parliament voted to oust Shokin. "He had every right to say to the Ukrainian president that we have two outstanding allegations of massive corruption, and you should investigate".

"So you did ask Ukraine to look into Joe Biden", Cuomo said. On CNN Giuliani said: "Of course I did", when asked whether he had pressed Ukraine to look into Biden.

"No, actually I didn't", Giuliani responded.

"Your never asked anything about Hunter Biden?". Cuomo followed up. "You never asked anything about Joe Biden?".

"The only thing I asked about Joe Biden is to get to the bottom of how it was that Lutsenko, who was appointed, dismissed the case", Giuliani said.

As The Daily Wire previously reported, Joe Biden bullied Ukraine into firing a prosecutor that was investigating the company that employed his son Hunter.

Meanwhile, as pieces of that puzzle began to emerge, Trump lawyer Rudy Giuliani flailed over on CNN in an interview with Chris Cuomo.

The backstory: The new potential Trump administration scandal erupted after California Democratic Congressman Adam Schiff, the House intelligence committee chairman, revealed that someone within the US intelligence community had filed an official whistleblower complaint, reportedly about corrupt "promises" made by the president to foreign officials. The inspector general investigated the complaint and deemed it credible, forwarding it to the acting director as required, according to a letter from the inspector general released by House Intelligence Committee Chairman Adam Schiff. Under such circumstances, federal law requires the complaint to be transmitted to congressional intelligence committees within seven days.

Biden maintains that his conduct was completely unrelated to his son's board chair, and Ukrainian officials have said they have not surfaced any evidence of corruption. These officials were "speaking on the condition of anonymity because they were not authorized to discuss the matter publicly".

Months before a whistle-blower's complaint came to light this week, raising alarms over dealings between the Trump administration and Ukraine, the issue was roiling politics in Kiev.

Mr. Leshchenko and two other Ukrainians, all of them young, Western-leaning politicians and veterans of the 2014 revolution, said in interviews that Mr. Giuliani's efforts created the impression that the Trump administration's willingness to back Mr. Zelensky was linked to his government's readiness to pursue the investigations sought by Mr. Trump's allies.

"A growing public record indicates that, for almost two years, the president and his personal attorney, Rudy Giuliani, appear to have acted outside legitimate law enforcement and diplomatic channels to coerce the Ukrainian government into pursuing two politically-motivated investigations under the guise of anti-corruption activity", the chairmen of the committees wrote.
